How smooth are Minnesota's paved state trails?

This 2025 report uses data collected with our Research Bike in 2018 and 2023 to:

  • Assess the ride quality of the paved state trail system,
  • Track changes over time, and
  • Project future conditions.

Long-term, trail ride quality is forecast to decline further.

Overall, Minnesota’s paved state trail system was in good condition in 2023, but declined from 2018.

Our Recommendations
Set a 25-50-25 performance target

A reasonable standard would keep 25% of the system’s trail surfaces in excellent condition, 50% in good, and 25% in fair. 

Rehabilitate 30 miles annually

To maintain the 25-50-25 target requires rehabilitating 30 miles of trail annually.

Increase Trail funding & planning

Reestablishing trail rehab as a distinct line item in bonding appropriations would offer increased funding and improved transparency.
