Joni Chacich has been the Talent and Human Resources Manager at the Bush Foundation since 2023. At Bush Foundation she provides leadership for practices and processes while ensuring a diverse workforce and productive organizational culture.
She has 20 plus years of experience working in government and philanthropic sectors in various areas including HR, budgeting, finance, and evaluation. Joni holds a master’s degree in public and nonprofit administration from Metropolitan State University and a bachelor’s degree in information management from St. Catherine University.
She grew up in Duluth and the Twin Cities and has been an avid distance runner since grade school. Joni regularly takes advantage of Minnesota’s parks and trails for year-round running and hiking.

As a recently retired State of Minnesota “Park Ranger,” Don Del Greco treasured the privilege of serving for nearly 40 years in the preservation of precious natural resources and the joy and honor of connecting a new generation of people to nature. His passion and appreciation for the beauty, wonder and the serenity of nature has been a life-long journey blending Parks & Trails natural resource management, and a passion for the arts through watercolors & photography.
Growing up on Minnesota’s Iron Range, his lifelong passion for nature was sparked early on by butterflies, birds and the landscapes of northeastern Minnesota. He majored in biology and art at St. Cloud State University, with Divinity studies at Dubuque Theological Seminary.
Don’s career started with the Minnesota DNR’s Division of Fish & Wildlife conducting wilderness lake surveys in the far northeast (BWCA, Voyageurs National Park) and creel census in the deep southeast corner of Minnesota. He then transitioned over to the Division of Parks & Trails holding various positions at many state parks, including Forestville/Mystery Cave, Carley, Rice Lake, Whitewater, Banning and Moose Lake and most recently served 13 years as the park ranger at Maplewood State Park.
Don and his wife Bonnie have two adult sons, one residing in Minnesota and one in Thailand.

As a child growing up in St. Paul, Penny Langland was introduced to camping and wilderness tripping in the BWCA. Through Girl Scouts and the YMCA she was able to pursue her love of the outdoors as a camper and a counselor. Most of Penny’s career was spent in Thief River Falls Minnesota, a small town of 10,000 in northwestern Minnesota. As a physician she practiced family medicine. She also served on the school board and was active in many other community activities. It was a great community to raise a family.
Over the years, she and her husband — and sometimes their sons — have visited all the U.S. National Parks, biked many miles of trails and hiked through many wilderness areas. As a 20-year member of Parks & Trails Council of Minnesota, and as a retiree she would like to turn her passion for outdoor activities into doing everything possible to preserve, improve and enlarge Minnesota Parks and Trails for future generations.

Chelsea McNair began her career as a stay-at-home mom and has since spent the past 13 years working in the hearing health industry. She earned her Hearing Instrument Dispensing License in 2017 and is passionate about helping people improve their hearing and quality of life. Chelsea holds an associate degree in Business and is currently pursuing a bachelor’s degree in Psychology at Concordia University.
Chelsea’s love of the outdoors began during childhood summers spent in Longville, Minnesota, where she developed an appreciation for nature—and a particular fondness for frogs and toads. She joined the Minnesota Hiking Passport Club in 2023 and completed the challenge in August 2025. When she’s not working or studying, Chelsea enjoys hiking, with Banning State Park topping her list of favorites, and photographing the many varieties of mushrooms she discovers along the trail.
Family is at the center of Chelsea’s life. She enjoys spending time with her four children—three adults and one teenager—and together they love visiting Minnesota’s North Shore, camping, and taking road trips. In her free time, she also enjoys reading and collecting stickers and rocks.
Tom Stoa is a physician with the Mayo Clinic Health System and Winona Health. Tom served in the Minnesota House of Representatives from 1977 to 1981. He has been a volunteer with the Minnesota Land Trust, Great River Bluffs State Park, the Upper Mississippi National Wildlife Refuge, Winona’s bike trails committee, and as a Nordic ski trail groomer at St. Mary’s University.
Tom previously served on Parks & Trails Council’s Board of Directors from 2011-2020. In addition, he previously served on Minnesota’s Parks and Trails Legacy Advisory Committee, which advised on Legacy Amendment spending. Tom and his wife, Christine enjoy hiking, cycling, kayaking, scuba diving, and Nordic skiing.
Notice of this ballot was sent to all the members of Parks & Trails Council of Minnesota (P&TC) in accordance with Sections 2.09 and 3.02 of P&TC Bylaws and applicable Minnesota law. The subject matter of this Ballot is to elect directors to the Board.
Section 2.09 of the Bylaws provides that any action that may be taken at an annual or special meeting of the members may be taken without a meeting by written ballot. Section 3.02 of the Bylaws provides that the Board of Directors must be elected to a first or second three-year term by the membership.
The members are asked to accept or reject the 5 nominees for the Board recommended by the Nominating Committee.
Responses from at least 50 members are needed to meet the quorum. Approval of a majority of the ballots received by P&TC must be cast in favor of the Proposed Action in order for such action to take effect. Section 3.02 of the P&TC Bylaws provides that the members: (i) shall accept or reject the slate of nominees presented by the Nominating Committee; and (ii) shall not have the right to nominate additional candidates for the Board, or to accept or reject some, but not all, of the nominees presented by the Nominating Committee.
Ballots must be received by P&TC on or before 9/11/26 to be counted.
Ballots received by P&TC prior to 9/11/26 may not be revoked or changed at any time.
